PRIMARY FUNCTIONS: Responsible for coordinating all aspects of the VASH (Veteran’s Affairs Supportive Housing Program), and implementing the complete leasing cycle under HACA’s tenant-based assisted housing programs, primarily the Housing Choice Voucher (HCV) Program. Performs a variety of tasks related to the HCV leasing cycle. Coordinates all aspects of the VASH program to include special reporting to HUD; development of policies to implement the program; coordination of services with the Veteran Administration and other community partners; tracking lease-ups and terminations; and requesting and coordinating additional client referrals when vacancies occur. Participates in and represents HACA at ECHO (Ending Community Homeless Organization) to include the Veterans Task Force, Housing Work Group, and other public events. Conducts annual recertifications and interims for VASH participants to determine continued eligibility and benefit level. This process includes scheduling re-exam appointments, collecting documentation, entering all information in both computer data bases, making revisions, calculating rent adjustments, and notifying residents and landlords orally and/or in writing of changes. Ensures that all re-exams are completed by required due date. Compiles files with all necessary documents following the verification hierarchy and other required policies outlined in the HCV Administrative Plan and Standard Operating Procedures. Submits files for case screening each month and completes any corrections for previous month by the stated due date. Conducts initial orientations for new VASH clients. Issues vouchers and generates accurate rent estimates at initial and move orientations; expedites Request for Tenancy Approvals daily by verifying affordability and requests inspections of dwelling units; and follows-up on pending Request for Tenancy Approvals. Completes final rent calculations for any new leases (initials) in a timely and accurate manner. This includes notifying owners and tenants in writing of rent amounts. Completes Housing Assistance Payment (HAP) Contracts, obtains copy of lease, and obtains owner signatures on HAP Contract. Promptly responds to tenant, property owner, and VA caseworker questions, returning phone calls and e-mails. Establishes and maintains excellent working relationships with program clients and owners, as well as VA caseworkers, ECHO staff, and other community partners. Maintains client records on computer and in case folder. This includes processing and filing all incoming documents in a timely manner, and purging files of old papers in accordance with HACA policy. Processes clients for termination for program violations, expired vouchers or voluntary withdrawals. This includes obtaining any necessary support documentation and informing VA caseworkers of termination process status, hearing dates, and final termination dates. Provides information to clients about available housing options and how to choose quality housing, and provides clients with resources and referral information needed to work towards self-sufficiency. Prints Employment Income Verification (EIV) reports and places in tenant files within 90 days of HAP Contract effective date for all new admissions and follows up on any identified fraud. Provides necessary documents to VA and/or community partners for completion of security deposit assistance/transitional “bridge” program for VASH clients. Completes data entry for the Homeless Management Information System (HMIS) for homeless VASH clients. Attends ongoing training and information sessions in accordance with HACA’s contract with ECHO for access to the HMIS database. Assists in the yearly application process for additional HUD-VASH funds. Prepares monthly reports to advise supervisor of caseload status. Performs other duties assigned.
QUALIFICATIONS: Bachelor’s degree in Social Science or Business Administration from a four-year college or university; or four years related experience and/or training; or equivalent combination of education and experience. Preferred: -Bachelor’s degree from a four-year college or university and two years related experience and/or training; or equivalent combination of education and experience. Experience in providing social services. Excellent computer skills to include Microsoft Office Suite – Word, Excel, PowerPoint, and Access. Excellent written and oral communication skills. Knowledge of general office practices and procedures, business English and basic arithmetic. Some knowledge of standard bookkeeping principles, practices, and techniques. Knowledge of HUD and Housing Authority policies, procedures, and practices pertaining to the HCV (Section 8) programs. Skill in operating general office machines and computers. Ability to communicate and relate to persons of diverse backgrounds and abilities, and establish and maintain effective working relationships with other employees and residents. Bondable. Valid Texas Driver’s License, Eligible for coverage under Housing Authority fleet auto insurance.
WORK ENVIRONMENT & PHYSICAL DEMANDS: Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. Work involves the normal risks and a discomfort associated with an office environment, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.
