General Public

Applicants must have a bachelor’s degree and two years of experience* in environmental impact review or study of electricity, gas, water, telecommunications, or renewable energy projects such as solar and wind; development or analysis of land use policies for electricity, gas, water, telecommunications, or renewable energy projects; or specialized experience** related to energy transmission or production facilities.

*Substitution: A master’s degree may substitute for one year of non-supervisory experience. A Ph.D. may substitute for two years of non-supervisory experience.

**Specialized experience must be in fields such as agriculture, anthropology, archeology, architecture, avian sciences, botany, civil/construction engineering, climate change, electrical power systems engineering, energy planning, environmental compliance, environmental engineering, environmental justice, fire protection, geography, geology, geotechnical engineering, hydrology, landscape architecture, mining engineering, noise/acoustics engineering, planning, real estate, seismology, socio-economics, terrestrial ecology, transportation/highway engineering, urban affairs.

Preferred candidates would have project management experience related to renewable energy and/or transmission development, and/or a background in a regulatory role. The ideal candidate will demonstrate strong organizational, writing, and communication skills.

Must be a current New York State Department of Public Service employee with one year or more of permanent, competitive service as a Renewable Energy Siting Specialist 1, Grade 18.

The Utility Analyst 1, Grade 18, or Utility Analyst Trainee, NS, will work in the Metrology Section of the Office of Consumer Services (OCS) and will perform duties including but not limited to:

  • Reviewing utility compliance filings with New York State Public Service Law and 16NYCRR rules and regulations regarding gas, electric, water, and steam utility service.
  • Reviewing submetering applications for compliance.
  • Assisting with the review and development of metering and submetering policy.
  • Participating in Department regulatory proceedings and preparing expert witness testimony.
  • Developing evidence-based recommendation on metering, submetering, and other utility and clean energy services.
  • Participating in negotiations with utilities, intervenors, end users, government, and interest groups to reach settlement agreements in Department utility proceedings and informal hearings.
  • Performing initial fact gathering, research, and administrative tasks to assist with the negotiation, mediation, or arbitration process in Department proceedings and settlements with end users, utilities, energy service providers, and other stakeholders.
  • Providing basis and focus for dispute resolution by identifying pertinent facts, including local, state, or federal statutes or regulations related to local franchises, tariffs, incentive or special programs, uniform business rules, uniform system of accounts, HEFPA, and other Agency policies.
  • Corresponding in writing and communicating verbally with Department staff, utilities, and end users on industry-specific issues.
  • Maintaining and developing technology skills to use and apply new software applications, including but not limited to: DMM, Microsoft Office Suite Applications, SharePoint, Smartsheet, and Teams.
  • Tracking State Administrative Procedures notice requirements and publishing dates.
  • Reviewing, auditing, and interpreting monthly customer service performance indicator reports.
  • Participating with Department teams engaging in policy discussions on utility matters particularly focused on low-income programs, billing systems, utility and company service quality, enhanced telecommunications services, and consumer protections.
  • Providing input into development of state policy and incentives as they relate to consumer protections and other provider practices that may adversely impact end users or the general public.
