Job Duties
The Virginia Department of Transportation’s (VDOT) is excited to offer and announce a competitive opportunity to serve as a part-time Senior Program Specialists in our Central Office Traffic Operations Division.
The selected candidate will assist Central Office Traffic Operations Division (COTOD) in one or multiple assigned program areas such as asset management, quality & compliance management, and signal and arterial management. The selected candidates will support the development of policies, procedures, and best practices. The candidate will also support the development of asset management plans, and resource prioritization applicable to multidisciplinary program areas and ensure timely implementation of the program initiatives. Act as a liaison to establish customer feedback and performance management processes to facilitate continual improvements to program products and services. Assist in delivering and sustaining training programs. Use practical experience, technical knowledge, and data analytics to provide technical guidance and problem resolution to internal and external customers. May oversee consultant staff performing traffic engineering or program management studies. Additional duties and responsibilities will include but are not limited to program studies, engineering implementation, training, task and project support, IDSP program support, and other program delivery support as required.
Minimum Qualifications
- Knowledge in technical writing.
- Ability to research, document, interpret, and apply policy and procedures.
- Ability to communicate effectively, both orally and in writing, with diverse audiences.
- Ability to make presentations and conduct meetings.
- Ability to gather appropriate data, analyze the data, prepare technical reports from data, and present findings from reports.
- Ability to plan, coordinate and prioritize multiple assignments within established timelines within budget constraints.
- Ability to work in a team environment.
- Skills in the use of computers, current Microsoft products, web-based applications,
smartphones, and similar technology.
Additional Considerations
- Experience in financial management, highway design and engineering, roadway
construction, planning or programming. - Experience in Civil Engineering, Financial Management, Business or related field.
- Knowledge of contract management policies and procedures.
- Experience developing and delivering technical training.
- Knowledge of transportation engineering and program management.
- Knowledge of traffic engineering asset management, inventory and data collection.
- Knowledge of lifecycle application of traffic control devices and operational technology assets.
- Experience with VDOT practices and policies for traffic control devices.
- Experience with PowerBI, Tableau, and/or other data analytics and visualization tools.
- Experience in the design of traffic control and operations device plans.
- Certification in Project Management.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
