Position Information

This position is vital to the daily operations of the Water System. Provides continuous technical support, maintenance and assistance with troubleshooting software applications. Billing, Data Analysis and testing system updates along with generating reports to show meter reading data.

Essential Functions

Provides application user support for assigned application(s) and is the liaison between the department and Information Services. Tracks and monitors application issues; troubleshoots end-user problems; escalates issues to Information Services or vendors as appropriate; and utilizes diagnostic tools and other resources as appropriate.

Maintains an awareness of application upgrades, and new technologies; and attends conferences, workshops, and training sessions as appropriate.

Supports users by developing and running SQL or other database reports.

Coordinates procurement of services related to application supported: prepares Requests For Proposal (RFPs) for application upgrades, replacements, maintenance services, or other professional services; issues addendum to clarify questionable issues; participates in negotiations of scope of services and fees for professional services agreements; and makes recommendations regarding selection of vendors and awarding of contracts.

Acts as department representative for projects: develops technical requirements; works with Information Services and vendor to solve problems; attends project meetings; approves invoices; and coordinates and conducts application testing.

Coordinates with Information Services and vendors regarding department requested changes and enhancements to application.

Creates and updates Standard Operating Procedures for assigned application.

Performs other related duties as assigned.

Minimum Qualifications

Associate’s degree in Management Information Systems, Computer Technology, Business, or related field; supplemented by three years of experience in end-user support or database report writing; or supplemented by five years of experience using application to be supported along with demonstrated problem solving skills; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements

Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions. Periodic site visits may expose the incumbent to a variety of hazards consistent with treatment plant sites including exposure to environmental conditions associated with water system utilities.
